It is not actually. Only things prohibited to sell is account itself or pure currency(plat/gold). Cards and packs are allowed to sell.

No, it's not. You are allowed to sell anything on the account for in-game currency or real money - EXCEPT for the account itself and the Gold/Platinum that you have.
